This is a renewal and therefore there are no valid reasons for refusal. The Parish Council made the following observationsIn a new application relating to the adjoining property we were under the impression that it was’ in practice, a relatively minor amendment to an existing permission. However we are given to understand that the conditions which were originally applied were changed by abandoning the condition that there be single occupancy and not to allow shared occupancy i.e. flats. Thus the applicant in that case has achieved a position where it could be difficult to object to the plot being used for flats. The council therefore makes two requests:-

:1.       That assurances are given that the conditions applied to the instant case must not be changed. We have in mind the condition that:-

‘The extension/building shall be occupied as an extension to the existing dwelling only, and shall not form a separate dwelling unit’

2.       That the Council be given a detailed explanation as to how and why the conditions originally applied to the adjoining plot were changed.

Members of the Council expressed considerable concern that there is a tendency for existing houses which give the area its distinctive character are proposed to be demolished and replaced by blocks of flats. The Council considers that several of these proposals involve a design which is alien to the area, harm the character of the area and lead to additional traffic problems.

The Parish Council wishes to be informed as to details of the planning policies of the City Council about the development of flats in the Parish and requests information and detail.
